VACANCY: PROCUREMENT OFFICER: GRADE 12 x 1 POSITION REF: PO/11/25
Applications are invited from suitably qualified, experienced, self-motivated and task-oriented individuals to fill the above position that has arisen within the Town’s Secretary Department.
KEY DUTIES AND RESPONSIBILITIES
- Manage and administer all procurement activities;
- Place orders, process purchase requisitions, and ensure timely delivery of goods and services;
- Develop and implement annual procurement plans in line with Council’s operational and strategic objectives;
- Collaborate with all departments to forecast procurements needs and ensure timely availability of required goods and services;
- Participate in budgeting and planning sessions to align procurement with Council priorities;
- Source, evaluate, and select suppliers based on cost, quality, and reliability to achieve value for money;
- Prepare bid documents and contracts in line procurement regulations;
- Coordinate bidding process including bid openings and evaluations;
- Ensure compliance with the Procurement Act, Regulations and Council’s policies;
- Prepare and submit procurement report and evaluations to the Accounting Officer and Praz as required timeously;
- Work closely with finance and operations to meet procurement needs;
- Maintain accurate procurement records and handle procurement related admin tasks in terms of regulations;
- Advising the Accounting Officer/Town Secretary on all procurement issues;
- Perform any other duties as assigned by the supervisor to support procurement functions.
QUALIFICATIONS AND EXPERIENCE
- 5 Ordinary level passes including Maths and English;
- Bachelor’s Degree in Procurement/Purchasing and Supply Management or equivalent, from a recognised university;
- Professional course qualification will be an added advantage (CIPS/ ACSP);
- Membership of a recognized Professional body;
- At least 3 years post qualification experience in a local authority or similar environment at management level;
- Valid Clean Class 4 driver’s licence.
