 EXPRESSION OF INTEREST PURCHASE AND DEVELOPMENT OF STANDS A SECTION OF LAYOUT 3 IMPALI SOURCE FARM

Scope of work

Shurugwi Town Council is inviting for expression of interest for the outright purchase and development of +400 x 600m² average size medium density residential stands on section of layout 3 within the R/E of Impali Source farm in Shurugwi for the purposes of housing developments. The stands in question are still on virgin land hence require the development of both onsite and offsite services including title surveys of service the housing development.

SHURUGWI TOWN COUNCIL now invites eligible firms, Property developers, Pension funds, Financial Institutions, Building Societies, Mining Companies to indicate their interest to PURCHASE the stands and must demonstrate their capacity to purchase and develop. Interested players should provide information demonstrating that they have the required qualifications and relevant experience to perform the project.  Kindly note that if there are other stands designated for other land uses besides residential use within the scheme they shall remain Council stands.

The short-listing criteria include:

The following documents should be submitted in support of the information provided:-

1. Qualifications and experience of the firm in housing schemes  development
2. List of appropriate skills among staff and resources of key personnel to perform the project from start to completion
3. Current bank statement
4. Proof of traceable references  with local authorities ( provide the contact person and his/her designation, completion certificate) indicating similar housing development schemes (outright purchase) elsewhere including development of onsite and offsite services
5. Company’s registration documents. (c.r 14, 6, cert of incorporation, tax clearance, praz certificate)
6. Signed site visit certificate obtained during compulsory site visit
7. Signed expression of interest letter

Kindly note that interested bidders shall include in their expression of interest letter indicating their bid price, payment proposals to include 20% administration fee, 15 % vat.

Payment terms

• outright 25 % deposit  
• 75% balance spread over 12 months
• development period is 24 months
• Minimum threshold of unserviced virgin land is pegged at usd$ 3 per square metre.

Enclosed Expression of interest marked RE-ADVERTISEMENT STC/EOI/HSG 03/24 EXPRESSION OF INTEREST OF PURCHASE AND DEVELOPMENT OF MEDIUM DENSITY RESIDENTIAL STANDS, SECTION OF LAYOUT 3 WITHIN R/E OF IMPALI SOURCE, SHURUGWI” deposited in a tender box at Shurugwi Town Council Town House shall be addressed to the:-

Shurugwi Town Council does not bind itself to accept the highest bidder and reserves the right to accept the whole of part of any tender.
