FINANCE COMMITTEE

TERMS OF REFERENCE

1. To deal with all matters relating to and enforcement of payment of revenue.
2. To carry out valuation of [property and updating the valuation roll for rating purposes.
3. To deal with all matters relating to insurance of Council properties, employees and Councillors.
4. To consider the estimates of income and expenditure of the various departments of Council and recommended same to Council for adoption.
5. To regulate the expenditure of all the money authorized in the confirmed estimates or supplementary estimates of Council.
6. To regulate all the overall finance affairs of the Council and its committees in accordance with operational instructions or by-laws.
7. To ensure efficient and effective running of the Council income generating projects.
8. To monitor performance of Council capital programmes, implementation of new financial policies and expenditure of the budget and recommend to Council any necessary corrective measures.
9. To allocate financial resources to committees, Council programmes and projects.
10. To deal with issues relating to collective bargaining.
11. To formulate and review financial management policies for adoption by council.
