FINANCE COMMITTEE
TERMS OF REFERENCE
- To deal with all matters relating to and enforcement of payment of revenue.
- To carry out valuation of [property and updating the valuation roll for rating purposes.
- To deal with all matters relating to insurance of Council properties, employees and Councillors.
- To consider the estimates of income and expenditure of the various departments of Council and recommended same to Council for adoption.
- To regulate the expenditure of all the money authorized in the confirmed estimates or supplementary estimates of Council.
- To regulate all the overall finance affairs of the Council and its committees in accordance with operational instructions or by-laws.
- To ensure efficient and effective running of the Council income generating projects.
- To monitor performance of Council capital programmes, implementation of new financial policies and expenditure of the budget and recommend to Council any necessary corrective measures.
- To allocate financial resources to committees, Council programmes and projects.
- To deal with issues relating to collective bargaining.
- To formulate and review financial management policies for adoption by council.
