VACANCY: TOWN SECRETARY

Shurugwi Town Council is inviting applications from suitably qualified personnel to fill in vacant post of Town Secretary.

JOB SUMMARY

The Town Secretary is the Accounting Officer and Chief advisor of Council. The Town Secretary will be responsible for the administration of Council activities and supervision of employees and Council resources.

MAIN DUTIES AND RESPONSIBILITIES

Reporting to the Council Chairman and to Council Committees, the Town Secretary’s main responsibilities are:

  • Assists the Town Council in the implementation of its vision, mission, values and goals by spearheading the Town’s Strategic Plan.
  • Formulating the Town Council strategy and supervising its implementation
  • Helps the Town Council in monitoring, supervising and evaluating its service delivery to the stakeholders
  • General oversight of Town’s mandate and overseeing the effective management of its financial resources including budgeting, reporting and auditing
  • Interfaces between organization, stakeholders and the wider community.
  • Promoting the image of the Town Council through sound stakeholder management
  • Setting performance benchmarks for Directors in line with the Town Council policy
  • Chairing critical meetings and directing the Heads of Departments in implementing meeting resolutions
  • Ensuring the drafting of Council policies, by-laws, filling of legal and regulatory documents and monitoring legal compliance

QUALIFICATIONS AND EXPERIENCE

  • Applicants should hold a minimum of a degree in Administration, Social Sciences, Law, Business, Engineering or any other relevant degree from a reputable university.

  • A relevant Masters degree would be an added advantage.

  • A clean record of service within the Local Government fraternity where applicable.

  • Clean criminal record.

  • At least 35 years of age.

  • Not less than 5 years demonstrable and proven experience in a local government or public sector environment, at middle or senior level.
